White House Orders Wide Immigration Review After National Guard Shooting

The White House has launched a federal investigation and announced a series of new immigration actions after two National Guard members were shot in Washington, DC. The suspect, Rahmanullah Lakanwal, is an Afghan national who arrived in the United States in 2021 under Operation Allies Welcome and later received asylum in April 2025. Officials said he had previously worked with US forces and had passed intelligence vetting before entering the country.

Within hours of the incident, President Donald Trump used the attack to outline plans for tighter immigration controls. He said the shooting highlighted the need for stronger oversight of who enters and stays in the US. The administration has already been conducting deportation operations, refugee program suspensions, and expanded ICE raids, but officials have expressed frustration over slow arrest numbers.

Trump also blamed his predecessor for allowing Lakanwal into the country and signaled that the suspect’s family could face removal. US Citizenship and Immigration Services has begun a full reexamination of Green Cards for people from several countries listed in a June proclamation. The agency also issued new guidance allowing officers to weigh country-specific factors more heavily during case reviews.

The president later called for what he termed “reverse migration,” describing a plan to halt migration from certain countries and remove individuals not considered beneficial to the US.
